1. What PatrolDocs is

PatrolDocs lets public safety agencies deliver agency-approved documents, resource cards, and notices to members of the public in the field, digitally or by print. PatrolDocs is a delivery and document-management tool. It is not a records-management system, case-reporting tool, or evidence system, and it is not intended to replace an agency's own legal or policy review of any document it distributes.

PatrolDocs is designed for police, fire, EMS, sheriff, campus safety, probation, animal control, code enforcement, victim services, and other public safety and government agencies.

2. Who can use PatrolDocs

The Service is intended for use by sworn officers, other authorized personnel, and administrators of public safety agencies. It is not intended for use by the general public, and recipients of delivered documents do not need, and should not attempt, to create a PatrolDocs account.

Trial accounts are available for individual officers or agencies to evaluate the Service before entering a paid agreement. Trial accounts are subject to the feature limits and automatic expiration described at signup.

3. Accounts

• You are responsible for maintaining the confidentiality of your login credentials and for all activity under your account.
• Officer accounts are provisioned by, or affiliated with, an agency; an agency administrator may manage, suspend, or remove officer accounts affiliated with that agency.
• You agree to provide accurate account information and to keep it up to date.
• You may request deletion of your own account at any time directly within the app.

4. Agency responsibilities

Each agency using PatrolDocs is responsible for:

• Reviewing and approving the specific documents it makes available to its officers, including any agency-uploaded custom documents
• Ensuring the content of any document it uploads or approves complies with applicable law and its own policy
• Periodically reviewing all documents made available through PatrolDocs, including state-default documents, and determining whether they remain legally appropriate for its jurisdiction
• Configuring its own retention, delivery method, and information-display settings in a way consistent with its legal obligations
• Its own officers' use of the Service

QuietLeverage maintains the platform and a library of state-default reference documents sourced from official public sources, but is not a substitute for an agency's own legal review of the documents it chooses to distribute to the public. A jurisdiction's underlying law or an issuing authority's official form can change at any time; QuietLeverage updates the platform's state-default library when it becomes aware of such changes, but an agency remains responsible for confirming the documents it distributes are current.

5. Acceptable use

You agree not to:

• Use the Service for any purpose other than legitimate public-safety document delivery
• Attempt to access another agency's data or accounts
• Upload documents you do not have the right to distribute
• Interfere with or disrupt the Service, attempt to bypass access controls, or use the Service to transmit unlawful content
• Use SMS or email delivery for any purpose other than delivering a document to a person an officer has actually encountered in the course of duty

6. Documents and content

• State-default documents are provided as a convenience, sourced from official public agency publications, and are updated centrally when the underlying source is updated. Agencies remain responsible for confirming a document is current and legally accurate for their jurisdiction.
• Agency-uploaded documents remain the property and responsibility of that agency.
• QuietLeverage does not guarantee that any document is complete, current, or legally sufficient for a particular agency's needs.

Official government documents

Except for optional agency branding, permitted variable fields (such as a case or kit number), formatting necessary for electronic delivery, or accessibility improvements, QuietLeverage does not alter the substantive content of official state or government publications distributed as state-default documents through the Service.

7. Intellectual property

The PatrolDocs software, source code, design, trademarks, logos, user interfaces, workflows, and documentation are the intellectual property of QuietLeverage LLC, unless otherwise stated. Nothing in these Terms transfers ownership of the Service to any agency or user.

Documents an agency uploads remain the property of that agency. State and government publications distributed as state-default documents remain the property of their issuing authorities.

8. License to use the Service

Subject to these Terms and any applicable agency agreement, QuietLeverage grants each agency, and each officer authorized by that agency, a limited, non-exclusive, non-transferable, revocable license to access and use PatrolDocs during the applicable subscription or trial period, solely for the agency's own public-safety document-delivery purposes.

9. Fees and payment

Paid agency accounts are billed according to the pricing schedule agreed at signup. Fees are non-refundable except as required by law or as otherwise agreed in writing. Trial accounts are provided at no cost and expire automatically as described at signup.

10. Availability and force majeure

We may temporarily suspend or limit the Service for maintenance, updates, security response, or circumstances beyond our reasonable control. We are not liable for any failure or delay in performance caused by events beyond our reasonable control, including but not limited to internet or telecommunications failures, cloud infrastructure or third-party service provider outages, natural disasters, power failures, cyberattacks, or acts of government.

11. Disclaimers

THE SERVICE IS PROVIDED "AS IS" WITHOUT WARRANTIES OF ANY KIND, EITHER EXPRESS OR IMPLIED. WE DO NOT WARRANT THAT THE SERVICE WILL BE UNINTERRUPTED, ERROR-FREE, OR THAT ANY DOCUMENT MADE AVAILABLE THROUGH IT IS LEGALLY ACCURATE OR CURRENT FOR ANY PARTICULAR JURISDICTION.

12. Limitation of liability

TO THE MAXIMUM EXTENT PERMITTED BY LAW, QUIETLEVERAGE LLC WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, OR CONSEQUENTIAL DAMAGES ARISING FROM USE OF THE SERVICE, INCLUDING ANY DAMAGES RESULTING FROM RELIANCE ON A DOCUMENT DELIVERED THROUGH THE SERVICE. OUR TOTAL LIABILITY FOR ANY CLAIM RELATED TO THE SERVICE WILL NOT EXCEED THE AMOUNT PAID BY THE APPLICABLE AGENCY IN THE TWELVE MONTHS PRECEDING THE CLAIM.

13. Indemnification

Each agency agrees to defend, indemnify, and hold harmless QuietLeverage LLC from and against any claims, damages, or expenses (including reasonable attorneys' fees) arising out of or related to: (a) documents the agency uploads or approves for distribution; (b) the agency's or its officers' misuse of the Service; (c) the agency's violation of applicable law; or (d) the agency's infringement of a third party's rights.

14. Termination

We may suspend or terminate an account or agency's access to the Service for violation of these Terms, non-payment, or as otherwise described in an agency's service agreement. An agency may terminate its own use of the Service at any time by contacting us.

Upon termination of an agency's account: officer login access is disabled; the agency's delivery records remain available for export for a reasonable period consistent with the agency's own retention configuration; and agency-specific documents and configuration data are deleted from active systems after that period, subject to standard backup expiration schedules.

15. Changes to these Terms

We may update these Terms from time to time. Material changes will be reflected by an updated "last updated" date, and, where appropriate, agency administrators will be notified directly.

16. Governing law and venue

These Terms are governed by the laws of the State of Nevada, without regard to its conflict-of-laws principles, unless otherwise specified in a signed agency agreement with a California or other public agency, in which case the governing law and venue provisions of that signed agreement will control for that agency's use of the Service. Any dispute not otherwise subject to a signed agency agreement will be brought exclusively in the state or federal courts located in Nevada.
